- Description
The Assistant Vice President, Financial Services serves as a key strategic partner in financial planning and analysis to support long-term financial health and sustainability through deployment of university resources. Oversees and assists in the development, monitoring, and review of the university’s annual operating and capital budgets, preparation of enrollment modeling, and provision of impactful data analysis for executive decision-making. Responsible for the submission of required budget reports specified by external agencies including the Texas Higher Education Coordinating Board, Legislative Budget Board, and State Comptroller’s Office. Serves as an expert resource regarding budget questions, financial analyses, and reports, along with special ad hoc requests. Makes budgetary presentations to appropriate entities and the administration as requested.
The AVP is responsible for promoting fiscal responsibility and ensuring compliance with applicable laws and regulations. Responsible for the preparation and distribution of all periodic financial statements for internal and external use (monthly, quarterly, and annually) and ensuring that all financial statements, reports, and documentation comply with university and Texas Tech University System (TTUS) accounting policies and procedures, State Comptroller requirements, and professional accounting standards for both GAAP and GASB. Coordinates internal operations as they relate to purchasing, payroll, budgeting, financial aid, and information systems. Responsible for leading technology implementations.
Supervises operations of the Business Office, which is responsible for all the accounting and financial reporting functions of the University, and the staff in the office of Budget and Strategic Financial Planning. Oversees staff of approximately twelve employees, which includes training, daily communication, observation, guidance, and mentorship. Reviews work performed by staff such as bank reconciliations, accounts receivable and collections, state treasury reconciliations, property accounting and inventories, travel procedures and payments, student registration accounting, cashiering, billing operations, budget from revenue entries, Legislative Appropriations Requests (LAR), and the University’s Annual Budget. Assists faculty, students, and other administrative staff when needed. Directly reports to and assists the Vice President for Administration and Finance.

Accounting:
Responsibilities include the preparation of the Annual Financial Report, monthly financial reports for management, quarterly financial reports to the TTUS Board of Regents, grant reporting, foundation reporting, financial projections, and departmental and ad hoc reports as needed. Prepares ratio analysis and other analytical reports as necessary. Also responsible for the investment activities of the University which includes cash flow projections, working with TTUS Treasury, and maintenance of related records and reporting.
Ensures that the University maintains compliance with all bond covenants, makes required transfers and payments, and posts all related general ledger accounting entries. Coordinates with the TTUS Office of Tax Services to provide necessary information for the annual 990T income tax return for unrelated business income. Approves journal vouchers and reviews certain voucher disbursements. Responsible for all records retention, including microfiche, microfilm, electronic, and storage of permanent archives.
Provides information on university fiscal policies and procedures and maintains a system of good internal controls to ensure the consistent application of those policies and procedures. Serves as a resource and expert on accounting and governmental compliance issues and processes for cabinet members, deans, department chairs, budget managers, faculty, and staff. Responsible for financial related compliance matters and ensuring the timely periodic filing of all required financial statements and financial and operating information for accrediting agencies and other entities.
Budget:
Oversees the day-to-day budget operations to ensure compliance and uniformity with university, Texas Tech University System (TTUS), and state-wide budgeting and accounting policies, procedures, regulations, and statutes. Responsible for developing criteria, formats, and guidelines to be used by budget managers in the preparation of their annual operating and budget requests. Assists with forecasting cohort levels and preparing semester credit hour projections.
Ensures State appropriated dollars are used within statutory guidelines and allocates funding sources as appropriate in the operating budget. Responsible for closing out each fiscal year’s budget, to include but not limited to: budget pool cleanup, analyzing budgets and making suggestions to fund deficits accounts, and preparing documents for fiscal year-end budget rollover. Oversees and assists with the preparation of the biennial LAR; responsible for state reports on headcount enrollment activity and semester credit hours as it impacts future formula funding.
Serves on task forces as available, and represents MSU Texas through the Texas Association of College and University Business Officers. Serves as the administration and finance representative for the Student Allocation Committee. Prepares financial reports and analyses for the TTUS administration and Board of Regents. Addresses and resolves budget related issues identified through audits, budget analysis, or internal/external inquiry through investigation, review, and research. Works directly with auxiliary budget managers in preparing their operating and capital budgets within estimated resources. Responsible for at least monthly presentations to MSU leadership on important budgetary issues and projections. Assists leadership with enrollment projection goals for budgetary purposes. Supports the VPAF with all sensitive and management issues as requested. Shares budget and other financial information with campus governance groups, including Faculty Senate, Staff Senate, and the Student Government Association, as needed. - Experience
At least ten (10) years relevant and progressive full-time work experience required. Higher education finance experience with knowledge of Texas state government budget procedures preferred.
- Knowledge
Strong knowledge of Generally Accepted Accounting Principles (GAAP); Governmental Accounting Standards Board (GASB) pronouncements and standards; Fund Accounting. Proficient with the ability to use personal computer, advanced understanding of Microsoft Office Suite, analytical tools, and ERP systems, (e.g., Banner, and other job-related databases and software). Effective communicative skills, both oral and written.
- Education
Bachelor's Degree in Accounting, Business Administration or related field required. CPA, CMA, and/or Master’s degree in business related field or public administration preferred. May substitute required Bachelor’s education degree with a degree from an accredited university and with equivalent years of experience.

Must maintain up-to-date technical knowledge of existing and new accounting guidelines as issued by the GASB, the Texas State Comptroller’s Office, the National Association of College and University Business Officers, and similar oversight agencies. May work long or irregular hours related to reports or special projects.
Serves as a member of the University’s Incident Command Structure during times of emergency or disaster and maintains appropriate National Incident Management System (NIMS) certifications and trainings.
