- Description
Reporting to the Controller, the Manager of Accounting is responsible for promoting fiscal responsibility and ensuring compliance with applicable laws and regulations. The Manager assists the Controller in the strategic planning, operation, and supervision of the department. Performs advanced, managerial accounting work. Work involves preparation of the Annual Financial Report, monthly investment allocations, monthly financial reports, fixed asset reconciliations and reporting, and other analytical reports as necessary. Serves as the Property Manager. The Manager of Accounting provides backup to the Controller in the Controller’s absence.
- Examples
Prepares adjusting journal entries as needed to record, correct, and close accounting records. Prepares schedules for the Annual Financial Report and other special financial reports and statements as required. Responsibilities include review and approval of accounts payable documents prior to payment and review and approval of certain journal entries and preparation of budget entries. Responsible for monthly investment activity and daily/weekly treasury functions in the absence of the Controller. Performs other related duties as assigned.
Reviews and approves accounts payable documents prior to payment, approves requests for travel advances, reviews journal entries, approves Inter-Departmental transfers and Direct Payment Vouchers (DPV’s). Maintains records of HEF (Higher Education Funds) approvals, expenditures, encumbrances, and reconciliations. Assists campus personnel in interpretation of the financial data for departmental accounts and provides in-depth accounting analysis as required. Prepares all fixed asset and related bond schedules for the Annual Financial Reports and statements as required. Records all asset purchases and deletions in the Banner fixed asset module and reconciles all additions and disposals. Updates the fixed asset reconciliation and supporting schedules. Makes correcting asset entries in the Banner fixed asset module and the general ledger.
Supports the Controller in preparing financial reports and analyses for decision-makers as well as the Texas Tech University System (TTUS) administration and Board of Regents. Works closely with the Controller and Director of Budget & Strategic Financial Planning to develop, analyze, and present financial management information used for: analysis and forecasting, evaluation of academic program proposals, internal resource allocations, and to support sound executive decision-making.
Prepares and/or reviews financial reports and schedules for accuracy and consistency and conducts a periodic review process with the Controller. Reviews, develops, and implements internal controls and procedures.
Manages Accountant, Accountant II, and Accountant III and serves as backup to the Controller and other accounting staff, as necessary, in their absence. Serves as agency security coordinator for state systems and backup as Banner security coordinator. Performs other job-related duties as assigned.
- Physical Condition
Regular computer keyboard, mouse, and monitor use. Repetitive arm, hand, finger motions. Typical work environment includes working at a desk for long periods of time.
- Experience
At least five (5) years relevant full-time work experience required. Higher education finance experience with knowledge of Texas state government budget procedures preferred.
- Knowledge
Strong knowledge of Generally Accepted Accounting Principles (GAAP); Governmental Accounting Standards Board (GASB) pronouncements and standards; Fund Accounting. Proficient with the ability to use personal computer, advanced understanding of Microsoft Office Suite, analytical tools, and ERP systems, (e.g., Banner and other job-related databases and software).
- Education
Bachelor’s degree required, preferably in accounting, business administration, or finance. MBA or master’s degree in related field and/or CPA desirable.

Ability to maintain confidentiality, be attentive to details, and meet deadlines. Ability to show initiative, organize workflow, manage projects, and handle frequent interruptions. Ability to supervise, teach, and mentor others. Ability to work effectively as part of a team; and work independently with little supervision. Strong organizational skills including the ability to plan, prepare, and compile detailed data. Must maintain up-to-date technical knowledge of existing and new accounting guidelines as issued by the GASB, the Texas State Comptroller’s Office, the National Association of College and University Business Officers, and similar oversight agencies. May work long or irregular hours related to reports or special projects.
Serves as a member of the University’s Incident Command Structure during times of emergency or disaster and maintains appropriate National Incident Management System (NIMS) certifications/trainings.
