Human Resources Assistant III (Benefits Assistant)

Performs responsible and complex administrative work pertaining to employee benefits. Works closely with the Assistant Director of Human Resources to coordinate and administer the fringe benefits program for active employees and retirees. Reports to the Director of Human Resources and Assistant Director with latitude for initiative and independent judgment.


Serves as the primary contact for employee insurance enrollment and changes. Explains various insurance coverages and options to employees and retirees. Responsible for procedures to initially enroll employees/retirees in these plans and arrange for correct reimbursement/collection of premiums. Explains procedures and enrolls employees who elect to participate in flexible spending accounts. Communicates with employees on benefits programs and periodic changes in coverage. Provides orientation on benefits to all new employees. Performs death claims benefit counseling. Audits insurance and flexible benefits clearing accounts. Prepares computer-generated files and reports as prescribed by the ERS and MSU payroll department for collection and payment of premiums. Prepares financial statements to account for transfer of State and employee funds to the appropriate agencies having responsibility for receipt of insurance premiums. Acts as liaison between the University and the various insurance carriers (primarily ERS) to ensure that policies and procedures are in accordance with current legislation and that all employees and retirees are informed of their benefit coverages and responsibilities. Reviews Electronic Personnel Actions Forms for new hires and personnel changes to determine benefits eligibility. Updates system information as needed. Assists Benefits Administrator with pre-retirement planning including coordination with ERS, TRS, and other State or federal agencies providing retirement benefits.

Physical Condition

Ability to sit and stand for long periods of time.


Three or more years' experience working with employee benefits programs. Heavy emphasis on administration of group health insurance programs including resolution of problems relating to payment of claims. Experience in Human Resources, preferably for a public agency. State of Texas higher education experience is desirable.


Excellent computer skills and knowledge of software technology including Access, Word, Excel, PowerPoint, and Publisher. Knowledge of Banner and People Soft is desirable. Extensive experience in working with individuals in stressful situations. Accounting experience preferred.


Bachelor's degree (preferably with courses in Human Resources, Education, Business, or Public Administration) preferred; however, high school graduation with heavy experience in the specific job areas is acceptable.
