Senior Purchaser

Performs advanced purchasing work in complex procurements of commodities and services. Prepares Request for Proposals (RFP) and Invitations for Bids to include all procurement documents, amendments, bid tabulations, and evaluates and analyzes bids to recommend contract awards. Demonstrates "Good Faith Effort" by incorporating Historically Underutilized Businesses in bid request to comply with State of Texas goals. Assists Purchasing in ensuring university departments are compliant with purchasing policies, procedures and statutes. Provides guidance, assistance, training to university departments with regards to the procurement of goods and services. Management of warehouse inventory and maintains stock levels ensuring adequate on-hand quantities. Must develop a working knowledge of the current inventory software in order to manage stock levels, place replenishment orders, issue/update/add stock. Must work with ordering departments to understand needs while determining what stock to continue/discontinue. Must conduct monthly counts and an annual physical inventory in order to manage the inventory budget. This position is fully responsible for the inventory. Must be able to plan, organize and develop goals and procedures for the warehouse materials. Assists Purchasing in achieving HUB participation goals, promote HUB usage within the university and prepare HUB reporting requirements as well other required reports. Will deliver presentations as directed. Work is performed under general supervision of the Purchasing Director within the framework of State purchasing rules and regulations and university policies and procedures. The Senior Purchaser is supervised by the Director and Assistant Director of Purchasing & Contract Management.


Purchases items requiring knowledge of an unusual nature. Prepares local and emergency purchases. Prepares and reviews specifications, working with agency representatives and vendors to secure full technical description of items. Reviews specifications used as a basis for bids on commodities within assigned classifications. Reviews tabulations and analyses of bids to determine best value bid, and prepares or oversees the preparation of purchases orders. Reviews and negotiates settlements of complaints. Distributes bid invitations to vendors. Advises university representatives on proper interpretation and application of purchasing policies and regulations. Maintains purchasing records. Research potential sourcing partners and alternative solutions in the marketplace. Be able to provide value/cost analysis to help determine best value for the University. Corresponds with university representatives and vendors regarding purchase requirements, delivery, and quality of merchandise. Rejects items that do not meet specifications. Develops annual commodity contracts, awards contracts, and expands and revises existing contracts. Performs related work as assigned.

Physical Condition

Experience in purchasing, record keeping and/or specification writing. Four or more years of progressively responsible purchasing experience, preferably within a State of Texas agency or university. Must have skill and experience with computer software (Access, Excel, Word, etc.) and typing.


Knowledge of accounting principles, purchasing methods and procedures, purchasing and supply sources, prices, market factors, product characteristics and general specifications. Must have knowledge of assigned commodities and products on the open market. Requires knowledge of record keeping, reporting procedures, and departmental policies and procedures. Must be able to develop methods and procedures for locating supply sources.


Graduation from an accredited four-year college or university with major course work in business or public administration or a related field is generally preferred. Experience and education may be substituted for one another. Must have/be able to obtain CTCD Certification.
