Safety / Emergency Procedures

Your safety is our primary concern!  Creating and maintaining a safe campus community is not solely the province of the police department; it takes collaboration - a combined effort from each of us – to help keep our community safe!

MSU Police Officers and Telecommunicators are on duty 24 hours a day, 7 days a week.  Police officers actively patrol throughout our community, while Telecommunicators constantly monitor the systems through which reports of crime or suspicious activity may be made.

MSU Texas leverages several technologies in order to enhance safety and to make reporting matters of concern easy.  They include:

The MSU Safety App

A free, downloadable, app for your Android or Apple device, developed specifically for MSU Texas, the dashboard of which is monitored constantly by the Police Communications Office.  Through this app, you can locate contact information for various campus and community resources, submit a crime tip, access useful information in an emergency, and even communicate with MSU Texas Police in real-time!  This app contains loads of information and is free to download.

MSU Alert

MSU ALERT is an emergency notification system that gives Midwestern State University the ability to send urgent and emergency information quickly by email and / or text message. MSU ALERT subscribers will be able to receive urgent information from university officials. MSU ALERT is a free service to all MSU students, faculty and staff.

As a MSU student, faculty or staff member you are automatically enrolled in the MSU ALERT notification system. Texas law requires that the University automatically enroll all students, faculty, and staff.

(For more information or to check enrollment, go to the MSU Alert Page.)

Emergency Blue-Light Phones

These devices are strategically-located throughout campus and allow a caller to connect promptly and directly with the MSU Police Communications Office.  Police dispatchers receiving calls on this system are able to instantly determine a caller’s location, communicate with him or her, and then send help.  In addition to being located throughout the main portion of campus, emergency blue-light phones are located at convenient intervals around the Sikes Lake Trail.

Safety Escorts

Meant to ensure the safety of students and employees who are endangered, or may feel uncomfortable or unsafe during night hours, on-campus safety escorts are available year-round.  To request a safety escort, please call our Communications Office at 940-397-4239.

Response time is dependent upon available staff and call-load.

Motorist Assistance

MSU Texas PD offers several free motorist assistance services to the campus community and our visitors, including:

  • Vehicle unlocks
  • Battery jump starts
  • Tire inflation.  Officers may (at the officer’s discretion) assist a motorist with changing a flat.

Our response area for these services includes all locations on the main MSU Texas campus, as well as a mile from campus, for any student, faculty or staff member.

Additional Safety Resources:

  •   Campus Evacuation Procedures
  •   Fentanyl Crisis

Sex Offender Registration Information

Federal and state law mandates that a person who is required to register as a sex offender must register with the authority for campus security at any institution where the person works or attends as a student.  The authority for campus security at MSU Texas is:

Steve Callarman, Chief of Police
MSU Texas Police Department
6 Eureka Circle
Wichita Falls, Texas 76308

Persons who wish to register should make arrangements to meet with the Dayshift Sergeant, at 940-397-4239.

Currently Registered Sex Offenders

Sex offenders registered with the MSU Texas PD can be located via the Texas Public Sex Offender Website.

Please note:

The University Police Department has received notification of registered sex offenders that currently work, teach, volunteer, visit or attend classes on the campus of MSU Texas. The completeness of this information is contingent on the timely notification by the registered sex offender as well as the agencies reporting information to the University Police Department.

The Texas Department of Public Safety (DPS) cannot guarantee the records you obtain through this site relate to the person about whom you are seeking information. Searches based on names, dates of birth and other alphanumeric identifiers are not always accurate. The only way to positively link someone to a sex offender record is through fingerprint verification.

The information provided through this Web site is open record. It may be used by anyone for any purpose. However, it is your responsibility to make sure the records you access through this site pertain to the person about whom you are seeking information. Extreme care should be exercised in using any information obtained from this website.  Neither the DPS, MSU Texas PD, nor the State of Texas shall be responsible for any errors or omissions produced by secondary dissemination of this information.

Active Shooter Response Training: Run, Hide, Fight:

To fully understand the Run, Hide, Fight concept, MSU Texas PD recommends you watch the "RUN, HIDE, FIGHT. Surviving an Active Shooter Event" Instructional video produced by Ready Houston..
