The Vice President for Administration and Finance is the university’s chief financial officer, the vice president will provide leadership, oversight, and stewardship for a broad range of operations, including budget and strategic financial planning, controller and student business services, facilities services, human resources, payroll, and purchasing and contract management. The VPAF or designee serves as a non-voting, ex-officio member and acts as Treasurer of the MSU Foundation, Inc. The VPAF provides proactive, integrated financial planning that optimizes resources in support of the university's mission and strategic priorities. This leadership and oversight ensure the highest and best use of university resources, fostering a sense of financial stability and security. The Vice President for Administration and Finance is a cabinet-level position that reports to the university president.

Recommends financial policies and procedures to the President. Oversees all aspects of the university's accounting and financial management systems, including the development, coordination, and implementation of financial policies, reports, and controls. Supervises preparation of annual budget and monitors expenditures. Oversees the preparation of timely and accurate financial statements and disclosures for persons inside and outside the university and ensures that established legal procedures are followed. Forecasts and evaluates expenditures relative to projected annual revenues. Oversees procurement processes and monitors private contractors. Responsible, along with the University General Counsel, for oversight of contract administration. Works closely with the Associate Vice President for Facilities Services in planning and implementing renovation projects and capital construction. Ensures compliance with procurement and personnel policies. Travels frequently and represents the institution in its interactions with the Texas Legislature and various state agencies. Performs other duties as assigned by the President.

- Experience

Minimum of 10 years of professional and administrative experience in finance, investments, management, business education or related work including leadership responsibility. Experience in higher education, specificallyTexas higher education, is preferred.
- Knowledge

A strong general working knowledge of state legislative and higher education processes and should be able to adapt quickly to those of Texas.
- Education

Master’s degree in business administration, economics, or a closely related field of study required. CPA certification and/or a doctorate are preferred.

Demonstrated strategic leadership abilities in working with individuals and groups across the university. Ability to provide institutional leadership to all constituents with a clear and dispassionate analysis of information related to key issues. Ability to communicate effectively both orally and in writing.
Serves as a member of the University’s Incident Command Structure during times of emergency or disaster and maintains appropriate National Incident Management System (NIMS) certifications/trainings.
