Title
Director, Sponsored Programs and Research
Description

Responsible for overseeing the university’s research development, pre-award, and technical (non-financial) post-award sponsored programs functions, including: Identifying funding opportunities, developing budgets, providing guidance, support, and assistance to PIs in developing proposals, negotiating sponsored agreements, providing general guidance on grant, cooperative agreement, and sponsored contract issues, and developing and/or facilitating grant-writing training for faculty and staff.

Examples

Serves as the authorized organizational representative (AOR) for external grant proposals and is responsible for overseeing electronic submission of proposals, monitoring grant activity, and ensuring compliance with federal, state, and institutional regulations. Serves as Research Integrity Officer for the university. Manages internal grant programs.  Approves expenditures for OSPR accounts and intramural/external grant accounts.  Seeks and pursues appropriate external funding opportunities to support sponsored programs and research support activities at MSU.  Maintains the OSPR website through the content management interface. Works effectively with internet-based systems such as grants.gov and research.gov. Oversees university compliance in areas including: Responsible Conduct of Research, Research Misconduct, Research Financial Conflict of Interest/Conflict of Commitment training and disclosure, Foreign influence, Export controls, Research security. Presents or facilitates proposal writing, grant management, and compliance workshops for faculty and staff. Chairs the University Research Committee and Research Advisory Committee and serves on other university committees. Represents MSU on the Texas Tech University System Research Working Group and other external committees. Supervises sponsored programs activities and staff. Reports to the Provost and Vice President of Academic Affairs.

Experience

Five years experience in sponsored program administration and/or research development in an academic setting required. Equivalent combination of relevant education and/or experience may be substituted as appropriate. 

Knowledge

Knowledge of federal and state grant rules and regulations, including those found in the Code of Federal Regulations and related regulations. Knowledge of major federal and state funding programs. Knowledge of federal and state compliance rules and regulations, including those pertaining to the protection of human and animal subjects in research, conflict of interest, responsible and ethical conduct of research, intellectual property, export control, and related regulations. 

Education

Master's degree required. Certified or eligible for certification as a Certified Research Administrator (CRA).  

Additional Requirements

Excellent oral and written communication skills with solid attention to detail in editorial and proofreading work. Good interpersonal skills for developing and maintaining effective working relationships with faculty, co-workers, and external constituencies. Initiative, creativity, and talent for problem solving. Discretion in dealing with confidential information.
