Title
Senior Systems Analyst
Description

Collaborates with end users to support applications and third-party solutions, analyzing requirements to enhance system efficiency. Oversees web development, utilizing creative expertise to enhance the organization's website, ensuring it meets user needs. Responsibilities encompass conducting user needs assessments, implementing communication strategies, and ensuring adherence to web accessibility standards. Collaborates with technical staff for consistency and may assist in content creation and maintenance. Plays a pivotal role in maintaining web governance practices, ensuring compliance with established standards and guidelines. This role manages the Web Specialists I/II, providing guidance and support to ensure their professional development and effective performance. Works in a cross-functional Web Services team, which spans across Public Information and IT department, to coordinate efforts and streamline workflows, align web strategies with organizational messaging and branding initiatives, fostering a cohesive and productive work environment. Reports to the Chief Information Officer.

Examples of responsibilities encompass a wide array of tasks essential for the smooth functioning of the organization's digital infrastructure including overseeing portal implementation and maintenance, conducting database maintenance, facilitating data conversion, and providing technical support to end users. Plays a key role in supporting ongoing web application development, managing upgrades, and overseeing installation processes. Analyzes problems outlined by management or end users, determines the proper flow of information, and assists in preparing detailed analyses, plans, reports, and verification procedures for existing and proposed web and system applications. Involvement extends to assisting in the development and testing of automated systems, ensuring efficiency and reliability across digital platforms.

Physical Condition
Experience

Four or more years of technical experience in Information Systems at various levels of sophistication, particularly in portal support, current web development techniques, single sign on systems, database management, and troubleshooting of software applications. Should have prior experience in writing programs, SQL, and reports for functional end users, as well as exposure to current web development techniques.

Knowledge

Should possess project management, communication, and administrative skills. Should demonstrate strong analytical and problem resolution skills, coupled with technical expertise in application support, development, and implementation. Proficiency in all areas of keyboard use and computer hardware is required. Should exhibit an in-depth understanding and practical experience with a variety of web technologies, including PHP, JavaScript, Java, CSS, SCSS, and HTML. A comprehension of Web Accessibility standards and guidelines, as well as web security principles, is essential. Familiarity with modern frameworks for JavaScript and PHP, and understanding of optimizing development workflows and implementing efficient solutions required.

Education

College degree or vocational/technical training with a concentration in computer science, graphic design, technical communication, or related fields. Alternatively, additional work experience at a comparable level may be accepted. Proficiency in web development technologies such as HTML, CSS, PHP, Java, and JavaScript is required, along with knowledge of web accessibility standards and guidelines and understanding of version control systems.

Additional Requirements

Excellent written and oral communication skills and ability to communicate effectively with upper level management on client site. Strong customer service orientation, seeking opportunities to serve customers. Must have excellent organizational skills and the ability to multi-task and work effectively and independently while handling periods of high stress. Occasional travel required.
