Clery Compliance Officer and Emergency Management Coordinator
Description

The Clery Compliance Officer and Emergency Management Coordinator serves an important dual role for Midwestern State University. First, as the Campus Safety Survey Administrator, the position works to ensure the institution's compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. Second, as the Emergency Management Coordinator, the position manages the University’s Emergency Preparedness and Response Program. The position reports to the Chief of Police.

Examples

**Clery Compliance Officer**

Manages the institution's Clery compliance policies and procedures. Works with University departments and Human Resources to identify Campus Security Authorities (CSAs) for the institution, implement CSA training, and maintain CSA records. Submits annual crime statistics to the U.S. Department of Education. Prepares, publishes, and provides notice of the Annual Security and Fire Safety Report. Collects crime statistics from CSAs. Gathers crime and disciplinary referral data from appropriate internal and external sources, including the Office of Student Rights and Responsibilities, Office of Residence Life and Housing, Human Resources, and local and state law enforcement agencies. Ensures proper classification of crime incident reports generated by the MSU Texas Police Department. Ensures the institution's compliance with Timely Warning Notice (TWN) requirements. Ensures compliance with the MSU Texas daily crime and fire log. Maintains accurate records on security awareness and crime prevention programs, trianings, and presentations. Coordinates the University’s Clery Geography Map, including an accurate list of buildings and properties owned and/or controlled by the university. Serves as the record custodian for all Clery Act associated records. Arranges or presents trainings for employees and interested parties regarding Clery Act information and requirements.

 

**Emergency Management Coordinator**

Coordinates all aspects of emergency management for the University. Serves as a member of the University’s Incident Command Structure during times of emergency or disaster, and serves as the Emergency Operations Center Manager. Prepares and maintains the University Emergency Management Plan including all annexes. Serves on the University Emergency Management Committee and provides program updates and coordinates annual training and readiness exercises. Monitors emergency situations that may have an impact on the campus and provides recommendations to administration on appropriate response actions. Assists university administrative personnel with business continuity planning efforts for times of emergency or disaster. Assists university departments to develop, manage, and implement plans/procedures to comply with federal and state mandates related to employee or student safety. Develops emergency action plans for high profile campus events, as appropriate, in partnership with unit(s) coordinating such events. Coordinates with Human Resources for required training of designated University employees. Completes and maintains appropriate National Incident Management System (NIMS) certifications/trainings appropriate to the position. Develops and implements emergency preparedness resources and trainings for the campus community. Serves as a university liasison contact with federal, state, and local emergency management response groups. Develops and maintains positive relationships with local emergency management personnel including fire, law enforcement, and medical. Monitors compliance with all applicable local, state, and federal laws/regulations concerning emergency management.

 Performs other applicable duties as assigned.

Physical Condition

Moderate physical activity required with occasional lifting of objects weighing more than fifty pounds. Must be able to work at a computer desk for extended periods. Must be able to crawl, stoop, and stand for extended periods of time.

Experience

Three or more years of professional experience working in commercial safety-related practices or procedures, , emergency management, preparedness and response, or similar complex functions. Experience complying with the requirements of the Clery Act or similar state or federal legislation. Work in fire services, law enforcement, or other related emergency response unit desirable. Prior work experience in Higher Education is preferred.

Knowledge

Excellent computer skills; proficient with Microsoft Office products including: Word, Excel, Power Point, and Outlook. Working knowledge of risk management, emergency response, and business continuity concepts. Must possess excellent organizational skills. Prior training in NIMS (National Incident Management System) protocols is preferred.

Education

Bachelor's Degree from a regionally accredited Institution of Higher Education. Preferred disciplines include Communications, Criminal Justice, Emergency Management, Data Analytics, Business Administration, Risk Management, Industrial Safety, or related field. High school graduation with significant experience in the specific job areas is acceptable.

Additional Requirements

Must be accessible and able to respond appropriately, in person or otherwise, to urgent or emergency situations that arise on weekends or evenings. Requires excellent written and oral communication skills, strong leadership skills, and interpersonal skills. Quality of work must be accurate, complete, and in compliance with policy/procedure and established federal, state, or departmental guidelines. Must exercise sound judgment and display professionalism and tact when speaking and dealing with the campus community and the public. Must be able to function effectively under stressful and difficult circumstances. Must have a high degree of integrity, moral character, and personal behavior. Must be able to work independently in the absence of supervision, understand and carry out oral and written instructions; and communicate clearly and concisely. May be required to travel to attend training.
