Title
Human Resources Specialist
Description

Performs responsible and complex administrative work under the general supervision of the Director of Human Resources.

Examples

Serves as the first contact for visitors to the Human Resources Department. Greets applicants and visitors; answers the main HR telephone line and responds to the HR email account. Responsible for posting and closing position openings, coordinating interviews for applicants of non-faculty job openings, and completing reference checks. Collects and maintains statistics for applicant tracking. Recruits staff by attending local employment fairs.

Works closely with departments relating to submission of Electronic Personnel Action Forms (EPAFs). Submits new hire and change EPAFs.

Collects and verifies I-9 work eligibility. Submits background checks. Completes employment verifications. Tracks staff annual performance reviews and employee training.

Assists in the administration of numerous employee programs such as the staff educational incentive program, dependent educational assistance program, employee service recognition award ceremony, and annual staff awards. Maintains employees' records of FMLA, sick leave pool application and usage, and sick donation. Works closely with the Workers Compensation Coordinator regarding employee's leave. May assist the Benefits Administrator in administering benefits programs. Performs other duties as assigned.

Physical Condition

Ability to sit and stand for long periods of time.

Experience

Two or more years human resource experience, preferably for a public agency desired. State of Texas higher education experience is desirable. Excellent computer skills and knowledge of software technology including Excel, Knowledge of Banner is desirable.

Knowledge

Knowledge or ability to quickly learn federal, state and university laws and regulations relating to human resources administration and implementation, including EEO, ADA, FMLA, FLSA and others. Knowledge of the campus organization, functions, procedures, and personnel is helpful. Bilingual in English and Spanish preferred.

Education

Bachelor's degree (preferably with courses in Human Resources, Education, Business, or Public Administration) or equivalent experience is desirable.

Additional Requirements

Requires strong interpersonal and organizational skills. Ability to interpret and communicate personnel rules and policies to employees. Confidentiality a must.
