- Description
The Chief Information Officer (CIO) provides strategic organizational leadership and dynamic management for Midwestern State University's (MSU) Information Technology (IT) department in promoting creative and sustainable technology solutions, with a customer-focused approach, for all university technology and communication services. The CIO works in partnership with the Chief Information Security Officer, and reports directly to the Vice President for Administration and Finance, and Chief Financial Officer.

Works in close collaboration with university leadership to establish value-added Information Technology services using innovative, cost-effective technologies that improve business efficiency and effectiveness. Fosters a cohesive, collaborative and innovative, high-performing, diverse work environment that respects contributions of leadership, faculty and staff. Provides hands-on management and leadership towards advancing the teaching, research, and service missions of MSU through the use of technology. Leads the development and periodic revision of a long-term strategic plan for Information Technology. Creates a culture of quality customer-service-focused technology solutions and services that benefit faculty, staff, students, and the university community as a whole. Ensures a prompt and effective delivery of essential administrative and academic information technology services. Develops a competent, productive and diverse staff through hiring, training, evaluating, and supervising. Monitors workloads and prioritizes staffing needs accordingly, while assuming ultimate responsibility for the units and functions within Information Technology. Works collaboratively with appropriate advisory committees to coordinate and communicate projects and activities. Serves as MSU's Information Resource Manager (IRM) with the Texas Department of Information Resources. Provides management and leadership in capital projects related to information technology infrastructure, networking, and academic technology; Understands and develops methodologies with regard to the maintenance, operation, and digital hygiene of the MSU Banner ERP system. Participates in and provides feedback to the Texas Connection Consortium of Banner schools in Texas. Protects the confidentiality, integrity and availability of university data and systems. Perform other duties as assigned.
- Physical Condition
Ability to lift 25 lbs. Ability to sit or stand for long periods of time.
- Experience
Seven or more years' experience in information systems implementation, programming and analysis, including three years in a management or supervisory position.
- Knowledge
Ability to plan, implement and monitor major projects with broad institutional impact. Knowledge of information systems methods and practices and knowledge of current computing hardware and systems. Skill in management of departmental budgets and procurement processes for administrative systems and computing hardware.
- Education
B.S. degree in Computer Science with M.S. degree preferred. Any combination equivalent to graduation from an accredited four-year college or university with a major in computer information sciences, business administration or related field.

Must have strong analytical and decision-making skills. Must be able to establish effective working relationships at all levels of the institution. Ability to communicate clearly orally and in writing, to describe technical issues in non-technical terms, capacity to make presentations to diverse audiences, and the ability to work in a multi-cultural environment. *Regular reliable attendance is required. * Must be available some nights and weekends. Must periodically serve on a standby or on-call basis. *This position is designated as security sensitive (High) and requires a criminal background check.
Serves as a member of the University’s Incident Command Structure during times of emergency or disaster and maintains appropriate National Incident Management System (NIMS) certifications/trainings.
