Title
Assistant Director, Human Resources
Description

The Assistant Director of Human Resources assists the Director in administering a human resources program that ensures compliance with university, state and federal policies, procedures, laws, and regulations. Reports to the Director of Human Resources.

Examples

Assists the Director in providing leadership and direction for the University and its employees regarding personnel matters. Assists in interpreting and adapting relevant state and federal human resource regulations. Works with and advises employees in pre-retirement planning including coordination with ERS, TRS, and other State or federal agencies providing retirement benefits. Ensures compliance of the retirement and savings programs. Compiles and analyzes wage data through comprehensive salary survey processes. Prepares statistical reports and submits surveys required by state and federal agencies. Performs the administrative processing of retiring and terminating employees. Studies human resources needs and problems and recommends appropriate actions. Contributes to the enhancement of the quality of the work environment within the University by advising and leading the implementation of various programs. May coordinate with departments to administer or design new training and development programs to enhance the effectiveness of employee performance. Works closely with the Director to ensure compliance with state and federal directives pertaining to recruitment, selection, classification, compensation, training, and evaluation of university employees, Affirmative Action, Americans with Disabilities Act, Fair Labor Standards Act, and related legislation. Assumes duties of Human Resources Director during director's absence.

Physical Condition
Experience

Three or more years of progressive human resource experience, preferably for a public agency. State of Texas higher education experience is desirable. Experience in salary administration, employee training, and fringe benefits administration preferred. Must be experienced in the use of computers and computer software programs such as Word, Outlook Excel, and Access.

Knowledge

Must have extensive knowledge of federal, state and university laws and regulations relating to human resources administration and implementation, including AA/EEO, ADA, FMLA, FLSA and tax-sheltered retirement plans. Requires excellent computer skills including the use of Microsoft computer programs and automated human resource systems. Basic analytical ability is required.

Education

Bachelor's degree (with courses in Human Resources, Business, or Social Science) or equivalent experience.

Ability to establish and maintain effective working relationships and to deal effectively, courteously, and professionally with a diverse group. Must have ability to formulate learning objectives. Requires strong interpersonal and organizational skills. Ability to interpret and communicate personnel rules and policies to employees. Confidentiality a must.
