Title
Director, Human Resources
Description

Responsible for the administration of the Human Resources Department of the university and all employee relations programs involving faculty, staff, and student employees. Develops policies and procedures to ensure compliance with State and Federal directives pertaining to recruitment, selection, classification, compensation, training, and evaluation of university employees. Ensures compliance with criteria required by Affirmative Action, Americans with Disabilities Act Amendment Act, Fair Labor Standards Act, and related legislation. Serves as the University EEOC compliance coordinator. Acts as the Plan Administrator for the University's Texas Optional Retirement Program and the Voluntary Tax Sheltered Annuity Plan. Works closely with State agencies (THECB, ERS, TRS) to ensure the availability and utilization of employee fringe benefits. Coordinates hiring procedures with the Texas Workforce Commission. Develops programs involving employee classification, compensation, conflict resolution, employee counseling, termination, recognition, training and development, and personnel records management. Reports to the Vice President, Administration and Finance.

Examples

Provides leadership and supervision for human resources staff and advises the administration on the status of human resources problems, plans, and programs. Ensures that employment procedures are consistent with EEO laws for the selection, training, compensation, and promotion of minority job applicants. Investigates employee complaints and personnel grievances. Monitors and revises, as needed, the University Recruitment Plan and coordinates annual reports on status of minority employment. Reviews and revises the University Pay Plan and job descriptions to ensure consistency and equity in compensation of staff employees. Prepares wage and benefit surveys to advise the administration on proposed compensation programs. Recommends and coordinates workshops and seminars that promote staff training and development. On a regular basis reviews Federal and State laws which pertain to human resources administration. Prepares policies, letters, directives, handbooks, and newsletters concerning human resources policies and procedures. Supervises the security and maintenance of personnel files and records for faculty, staff, non-regular employees, student employees, and retirees. Participates in planning and policy making meetings relating to human resource management. Administers and ensures compliance with the IRS and THECB for the University's Texas ORP and TSA 403(b) plans. Provides administration oversight of all employee benefits programs. Monitors a variety of personnel processes and actions for efficiency, accuracy, and appropriateness. Serves on various University committees to promote understanding and awareness of fringe benefits, employee wellness programs, safety, and affirmative action. Responsible for preparation of annual budget and control of operating expenses during fiscal year. Participates in workshops, seminars and organizations related to personnel management. Performs other duties as assigned.

Physical Condition
Experience

Five or more years experience in responsible professional human resources management. State of Texas higher education experience is desirable. Experience in writing personnel policies, manuals and formulating salary administration guidelines. Should have extensive supervisory experience in human resources administration with a heavy emphasis on experience related to interpretation of State and Federal laws dealing with affirmative action, employment, wage and salary administration, employee relations, and fringe benefits administration.

Knowledge

Extensive knowledge of principles and practices of human resources management, selection, assignment and training of personnel, and fringe benefits administration. Demonstrated knowledge of laws, regulations, and executive orders related to human resources and the ability to implement applicable laws and regulations. Must have a working knowledge of personal computers and Microsoft applications. Knowledge of managing personnel records in a web-based software application environment.

Education

Bachelor's degree required in human resources management, public administration, business, or related field required. Master's degree preferred.

Ability to utilize computer technology in conjunction with human resources system. Demonstrated excellence in oral and written communication. Ability to collaborate with multiple and diverse constituencies. Strong customer service commitment. Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification preferred. *Regular reliable attendance is required. Serves as Campus Security Authority as outlined by the Clery Act. *Designated as a Responsible Employee as outlined by Title IX. *This position is designated as security sensitive (High) and requires a criminal background check.

Serves as a member of the University’s Incident Command Structure during times of emergency or disaster and maintains appropriate National Incident Management System (NIMS) certifications/trainings.
