Title
Assistant Controller
Description

Reporting to the Controller, the Assistant Controller is responsible for performing advanced accounting work.  The Assistant Controller assists the Controller in the preparation of the Annual Financial Report, investment reporting, fixed asset reporting, and other analytical reports as necessary.  The position ensures that all financial statements, reports, and documentation comply with university and Texas Tech University System (TTUS) accounting policies and procedures, professional accounting standards for both GAAP and GASB.  This position is also designated as the university’s property manager and responsible for all fixed asset records and the supervision of personnel in the performance of campus-wide inventories of those fixed assets. . 

Examples

Works collaboratively in meeting financial reporting requirements, addressing internal audit requests, and assisting with independent accountant reviews, to include general ledger analysis, account reconciliations, the preparation of specific reports and schedules, and other materials as requested.  Reviews and approves accounts payable documents prior to payment, approves requests for travel advances, reviews journal entries, approves Inter-Departmental transfers. Maintains records of HEAF (Higher Education Funds) approvals, expenditures, encumbrances and funded balances. Assists campus personnel in interpretation of the financial data for the department accounts and provides in-depth accounting analysis as required. Prepares all fixed asset and related bond schedules for the Annual Financial Reports and statements as required. Records all asset purchases and deletions in the Statewide Property Accounting system (SPA) and simultaneously updates subsidiary ledger.  Updates the fixed asset reconciliation and supporting schedules. Makes correcting asset entries in the Statewide Property Accounting system (SPA) and in Banner. Leads software conversion and implementation of fixed asset database. Reviews and approves entries to record all capitalized fixed asset purchases and yearly depreciation.  Review and analyzes extracts; identify and correct reconciling items. Records monthly investment activity and reviews the propriety of all investment transactions. Assists in supervising and reviewing the reconciliation of University bank accounts and investment accounts. Prepares the semi-annual financial report for the State of Texas Bond Review Board and the annual financial report for the National Collegiate Athletic Association.  In the Controller’s absence, responsible for daily monitoring of cash balances in the bank and the ability to make transfers from the short-term investment pool if additional funds are needed for operation.    Opens/closes the vault in the absence of the Director, Student Business Services and the Controller. Other duties as assigned.  

Physical Condition

Typical work environment is an office, working at a desk for long periods of time. Regular computer keyboard, mouse and monitor use.  Repetitive arm, hand, finger motions. Long or irregular house related to the Annual Financial Report or special projects.

Experience

At least five (5) years relevant full-time work experience required. Higher education accounting experience with knowledge of Texas state government budget procedures preferred. Excellent oral and written communication; strong organizational problem solving, and analytical skills.

Knowledge

Advanced knowledge of Excel and word, as well as, experience with integrated financial application platforms (Oracle), ERP systems, (e.g., Banner and other job-related databases and software). Strong knowledge of Generally Accepted Accounting Principles (GAAP); Governmental Accounting Standards Board (GASB) pronouncements and standards; Fund Accounting. Demonstrated ability to collaborate, build and maintain effective working relationships with diverse multicultural stakeholders and constituents within the MSU Texas community. Ability to be attentive to details, to be accurate, and to meet deadlines. Ability to supervise, teach and mentor others. Ability to work effectively as part of a team; and work independently with little supervision. Maintains confidentiality as appropriate.

Education

Bachelor’s degree in Accounting, Business Administration, or related field.  MBA or MS in accounting and/ or CPA Certificate preferred.

Ability to research pertinent data in a variety of accounting areas. Proficiency in the recording, examination, and reporting of financial data. Serves as a member of the University’s Incident Command Structure during times of emergency or disaster and maintains appropriate National Incident Management System (NIMS) certifications/trainings.
