Title
Director, Payroll
Description

Responsible for the operation and management of the Payroll Office. Work involves planning, organizing, coordinating, and controlling the varied activities involved in the preparation and distribution of payrolls. Responsible for all required payroll reports and preparation of supporting vouchers. Work is performed with considerable independence within the established policies and procedures of the university and state and federal agencies. Reports to the Vice President, Administration and Finance.

Examples

Supervises the computation of salary payments from supporting documents and ensures the accuracy of payment and deduction amounts. Serves as the Reporting Official to the Teacher Retirement System of Texas. Responsible for federal tax reporting, including 941 reports, NRA 1042 reports, W-2s, and 1042-s tax documents. Submits file transfers for direct deposit of payroll and retirement funds. Compiles the State Office of Risk Management Fund Sources report and audits and processes payments for the Texas Workforce Commission multiple fund statements. Responsible for accuracy and payment of retirement deductions and matching funds. Determines taxability of moving expense reimbursements. Ensures compliance with nonresident alien taxation and treaty updates and implements changes as needed. Supervises, instructs, and schedules the work of the other staff members of the department. Other tasks and reports as assigned or mandated.

Physical Condition
Experience

Five years of responsible experience in payroll and accounting work, preferably in a Texas college or university.

Knowledge

Thorough knowledge of accounting and payroll principles and procedures. Extensive knowledge of Texas Teacher Retirement laws, Internal Revenue rulings, and state and federal laws regarding payment of salaries. Capacity to plan, organize and supervise the work of employees. Ability to establish and maintain effective working relationships with university employees and departmental and administrative personnel. Proficiency in the use of computers, including Word, Excel and automated payroll data processing systems.

Education

Bachelor's degree in accounting or business.

Additional Requirements

Requires the ability to work well with diverse populations and maintain positive working relationships with students, faculty, staff, and the community. Five or more years experience in payroll processing with one to two years supervisory experience. Ability to interpret and implement changes in payroll data processing programs. Requires strong general accounting and computer data entry skills, typing and 10-key by touch. Ability to interact with faculty, staff and student employees with tact and confidentiality. *Regular reliable attendance is required. *This position is designated as security sensitive (High) and requires a criminal background check.

Serves as a member of the University’s Incident Command Structure during times of emergency or disaster and maintains appropriate National Incident Management System (NIMS) certifications/trainings.
