Title
Police Sergeant
Description

Responsible for maintaining law and order, for protecting life and property, and for performing other police related activities including patrol, investigation, crime prevention, and for supervising and directing the activities of police officers, in the execution of their assigned duties. Reports to the Chief of Police.

Examples

Performs the essential duties and activities of a police officer; investigates reports of crimes and University regulation violations; enforces criminal and traffic laws and University regulations; carries out other duties as assigned Supervises one or more departmental functions, including: patrol, evidence storage, lost and found, parking, dispatch, CID, sex offender registration and emergency management. Counsels employees on compliance with policies. Conducts annual evaluations of supervised personnel. Conducts criminal and administrative (to include internal) investigations as directed. Obtains and executes search and arrest warrants. Serves as licensed TCOLE instructor for the department, as needed. Assists in the development and training of police officers and new personnel, and supervises and manages the department's FTO Program. Assists with the department's recruiting and selection process, as needed. Conducts pre-employment background investigations on applicants. Acts as agency PIO as assigned. Assumes command of the department in the Chief's absence.

Physical Condition

Must have the physical and mental ability to properly carry out the duties and responsibilities of a commissioned police officer of Midwestern State University, to include the ability to speak and hear clearly. Must also meet the vision requirement establish by TCOLE and have the physical use of all extremities in order to physically restrain or apprehend individuals when necessary.

Experience

Six (6) or more years of increasingly responsible civilian sworn police experience. Must have a State of Texas class "C" vehicle operator's license or higher or ability to obtain one within 30 days of employment and maintain a satisfactory driving record. Previous law enforcement experience on a college campus. Prior, documented, law enforcement supervisory / managerial experience preferred.

Knowledge

Must have knowledge of: Modern police methods and procedures including patrol, crime prevention, traffic control and investigation; Rules of evidence pertaining to search, seizure and preservation; Laws governing the apprehension, arrest and custody of persons accused of felonies, misdemeanors and petty offenses; Techniques and applications of self-defense and proper use of force; Operational characteristics of police equipment, vehicles and tools including firearms; Crime scene preservation and investigation methods and techniques; Methods and techniques used in interviewing witnesses, victims or suspects; Proper use and maintenance of firearms; Principles and applications of public relations; Principles and practices of data collection and analysis; English usage, spelling, grammar and punctuation; Basic principles of computer usage and report preparation; Recent legislation and court decisions affecting police duties; Geography of the campus and surrounding areas; Pertinent Federal, State, local laws and University rules, ordinances and regulations; and Practices related to the supervision and management of police and telecommunication personnel.

Education

Must meets all minimum qualifications for commissioning as a peace officer, in accordance with Texas Commission on Law Enforcement (TCOLE) rules. Must possess the Texas Commission on Law Enforcement (TCOLE) Advanced or Master peace officer certification. Possession of a Police Instructor Proficiency certificate issued by TCOLE preferred. Bachelor's degree preferred. Years of experience may be substituted for degree.

Requires the ability to work well with diverse populations and maintain positive working relationships with students, faculty, staff, and the community. Must exhibit leadership qualities and have the ability to communicate with subordinates, area law enforcement agencies and the general public. Must be able to plan, direct, and coordinate the work of subordinates; and the ability to communicate effectively in writing as well as verbally. Must have a high degree of integrity, moral character, and personal behavior. Must be able to work independently in the absence of supervision, understand and carry out oral and written instructions; and communicate clearly and concisely, both orally and in writing. May be required to work extended hours including evenings, weekends and holidays. Officers may be required to travel to attend training. Acts as on-call supervisor as needed. Honorable discharge from military service, if served. May be required to submit to polygraph exam. Serves as Campus Security Authority (CSA) as outlined by the Clery Act. *Regular reliable attendance is required. *This is a security sensitive (Mod) position and requires satisfactory completion of a background check. *Designated as a Responsible Employee as outlined by Title IX. * Must be available some nights and weekends. Must periodically serve on a standby or on-call basis. Background investigation and testing to include psychological examination and drug testing.

Serves as a member of the University’s Incident Command Structure during times of emergency or disaster and maintains appropriate National Incident Management System (NIMS) certifications/trainings.
