Title
Director, Purchasing and Contract Management
Description

Provides management and oversight for the procurement and contract services of the University. Responsible for purchasing, shipping, and receiving of goods and services and negotiating and finalizing contracts on behalf of the institution. Responsible for ensuring that university purchases are made in accordance with Texas State rules and regulations and with University policies and procedures. Reports to the Vice President for Administration and Finance.

Examples

Directs the procurement of all goods and services required by the University. Provides assistance to university administrators in the preparation of bids and assists in the selection of vendors. Provides guidance to staff and faculty regarding contract administration along with educating departments of responsibilities to contract terms & conditions. Monitors contract performance. Maintains internal controls to ensure that purchases and contracts are made in compliance with state law and university policy. Directs and manages the planning, organization, staffing, and operations of procurement and contract management services. Receives, settles, and resolves vendor protests in the solicitation, evaluation, or award of purchase orders or contracts. Maintains an automated purchasing and contract management system. Conducts training for university employees in the use of university purchasing cards. Keeps faculty and staff advised on changes in relevant purchasing policies and procedures. Develops procurement policies and procedures to comply with the State of Texas goals of Historically Underutilized Business (HUB) Program. Assists and encourages participation of HUB businesses in the procurement and contracting process. Prepares departmental budget and supervises purchasing, contract, and warehouse staff. Responsible for surplus equipment storage and disposal. Performs other duties as assigned.

Physical Condition
Experience

Requires seven years or more of responsible purchasing experience with at least three years as a purchasing agent in a supervisory role, preferably with a public agency in the state of Texas. Experience in contract management. Experience supervising a staff with diverse duties and responsibilities. Must have a proven record of being able to complete complex tasks with a minimum of errors.

Knowledge

Requires extensive knowledge of standard purchasing practices and of state laws regulating the preparation and letting of bids and the selection of contractors and vendors. Extensive understanding of contracting procedures and University policies regulating contract management. Should have good computer skills and working knowledge of computer software programs, including Word and Excel.

Education

Bachelor's degree required in Business or related field. Master's degree strongly preferred. Must have or obtain Certified Texas Contract Developer (CTCD) and Certified Texas Contract Manager (CTCM) certifications.

Requires strong organizational skills; must be able to manage multiple projects concurrently. Requires excellent written and verbal communication skills. Must have ability to establish and maintain good working relationships with faculty, staff, and vendors. Serves as a member of the University’s Incident Command Structure during times of emergency or disaster and maintains appropriate National Incident Management System (NIMS) certifications/trainings.
