- Description
Provides leadership for the Office of Institutional Effectiveness in the areas of budgeting, personnel management, management of departmental resources. Leads and develops a comprehensive institutional assessment and planning program to support the university's mission and strategic initiatives. Designs, directs, and supports academic and administrative program reviews and related activities that demonstrate institutional effectiveness. Responsible for the MSU data warehouse and for the collection, analysis, stewardship, and communication of data to support strategic planning and decision-making. Supports externally driven accountability/assessment initiatives mandated by various levels of government agencies, other funding sources, and accrediting agencies. Utilizes data visualization and predictive analysis to support student success, learning outcomes assessment, fiscal management, enrollment management, and advancement functions at the university. Works closely with university officers and academic leaders to elevate the data story of MSU and enable responsible, data-informed decision-making at every level of the university. Reports to the Provost, or their delegate within Academic Affairs.
- Examples
Collaborates with the Information Technology area to ensure relevant information is maintained in the data warehouse and to develop readily available reports using various reporting tools to build capacity for data analysis and reporting across the university. Oversees the development, implementation, and execution of data analytics projects; manages data integrity for institutional-level reporting and outcomes. Takes the lead in developing and coordinating any special projects. Plans, organizes, and coordinates strategic assessment programs, projects, and activities campus wide. Develops and establishes operating goals, policies, and procedures for the Office of Institutional Effectiveness, as appropriate; recommends, implements, and administers methods and procedures to enhance operational effectiveness and efficiency. Supports continuous academic program assessment (curricular and co-curricular activities) and improvement of student learning through consultation, mentoring and hands-on training. Leads the development, organization, analysis and reporting of student learning outcomes and related activities to support planning activities. Promotes internal and external communication of assessment results. Supports the ongoing development and implementation of comprehensive outcomes assessment programs for all academic and administrative units that support the goals the university's strategic plan. Participates in the collection and analysis of various assessment data to support departmental accreditation and program reviews, including dissemination of results and assisting others with understanding and appropriately using them. Leads the interpretation of assessment findings and prepares an annual assessment report to summarize such findings, with particular emphasis on the quality of the assessment efforts and findings that influence institutional decision-making and policy development. Provides appropriate data and interpretation to leadership in the development, implementation, and evaluation of modifications and enhancements to existing operations, systems, and procedures. Collaborates with the SACCOC liaison to support all assessment and institutional effectiveness activities needed for compliance purposes and for SACSCOC accreditation. Assists other college-and/or program-level specialized accreditations. Records, stores, manages, and disseminates confidential and sensitive assessment data, as appropriate. Leads and supervises office personnel, to include work allocation, training, and problem resolution; provides performance management feedback as appropriate. Recommends and participates in the development of university policies and procedures; may serve on planning and policy-making committees. Performs miscellaneous job-related duties as assigned.

- Experience
A minimum of 5 years experience in higher education or a related field. Demonstrated ability for effective organizational skills. Demonstrated ability to connect to the institutional strategy while displaying attention to detail. Ability to synthesize and analyze quantitative and qualitative data and prepare and present reports effectively. Ability to plan, create, program, and manage statistical computer databases across multiple hardware and operating system platforms/environments. Ability to analyze complex problems, interpret operational needs, and develop integrated, creative solutions. Demonstrated technical leadership and supervisory skills; ability to motivate staff productivity and performance.
- Knowledge
Expertise in assessment, survey research and design, qualitative and quantitative data analysis and educational outcomes. Knowledge of State and Federal postsecondary education accountability initiatives and trends. Knowledge of regional, national, and specialized postsecondary accreditation agencies, standards, practices, and goals. Knowledge of institutional self-assessments and student outcomes assessment principles, methods, and techniques. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Knowledge and understanding of integrated program planning, development, and administration within a public institution environment. Knowledge of university data systems, definitions, and procedures. Knowledge of budget preparation and fiscal management. Proficient in the use of a variety of software packages, including SPSS or similar statistical package such as SAS and/or R, Microsoft Windows Suite including Word, Excel, Power Point, and Access
- Education
Master's degree in an educationally related field; Ph.D.in Educational Research, Educational Psychology, Higher Education, or closely related field preferred.

Excellent interpersonal skills and a demonstrated ability to work with diverse members of the university community including students, faculty, staff, administrators, and accreditors. Advanced verbal and written communication skills. Ability to work with discretion when dealing with confidential information. Must be able to exercise independent judgment and perform complicated, detailed tasks in a timely manner with little or no supervision.
