Benefits Administrator
Description

Responsible with the Director of Human Resources for the overall coordination and administration of the University's fringe benefits programs for active employees. Responsible for training staff in the complexities of the university benefit programs. Researches and troubleshoots escalated insurance issues. Will be required to prepare reports and statements to applicable State agencies ensuring University compliance. Reports to the Director of Human Resources and Assistant Director with latitude for initiative and independent judgment.

Examples

Serves as the primary contact for employee insurance enrollment and changes. Explains various insurance coverages and options to employees and retirees. Responsible for procedures to initially enroll employees/retirees in these plans and arrange for correct reimbursement/collection of premiums. Explains procedures and enrolls employees who elect to participate in flexible spending accounts. Communicates with employees on benefits programs and periodic changes in coverage. Provides orientation on benefits to all new employees. Performs death claims benefit counseling. Audits insurance and flexible benefits clearing accounts. Prepares computer-generated files and reports as prescribed by the ERS and MSU payroll department for collection and payment of premiums. Prepares financial statements to account for transfer of State and employee funds to the appropriate agencies having responsibility for receipt of insurance premiums. Acts as liaison between the University and the various insurance carriers (primarily ERS) to ensure that policies and procedures are in accordance with current legislation and that all employees and retirees are informed of their benefit coverages and responsibilities. Reviews Electronic Personnel Actions Forms for new hires and personnel changes to determine benefits eligibility. Updates system information as needed. Manages the tracking and reporting of employee benefit eligibility in accordance with the Affordable Care Act. Reviews department procedures related to benefit programs and recommends changes. Ensures compliance with university and department policies and procedures. Identifies and incorporates continuous changes in federal and/or state polices and procedures, ensuring university and department compliance. Other applicable duties as assigned.

Ability to sit and stand for long periods of time.

Experience

Five years working with employee benefits programs. Experience in Human Resources, preferably for a public agency. State of Texas higher education experience is desirable.

Knowledge

Must have extensive experience in working with employees in stressful situations. Be well organized and able to effectively communicate and brief large groups of employees on insurance programs. Excellent computer skills and knowledge of software technology including Access, Word, Excel, and PowerPoint. Knowledge of Banner and People Soft is desirable. Accounting experience preferred.

Education

Bachelor's degree (preferably with courses in Human Resources, Education, Business, or Public Administration).
