- Description
The President is the chief executive officer of the University, reporting directly to the university's Board of Regents appointed by the Governor of the State of Texas, and providing the administrative leadership needed for the work of the university.
- Examples
The President shall be responsible to the Board of Regents for every phase of the university's operation, providing continuity with the past, and progress and improvement for the future of the university. Duties shall include preparing and distributing the agenda and minutes for Board meetings in conjunction with the Chairperson of the Board and the Secretary, and implementing all Board action; presenting to the Board at regular intervals all strategic plans and policy changes and, upon receiving approval, proceeding to implement the same; preparing, in consultation with administrative offices, and presenting to the Board the annual operating budget for the university and the biennial appropriations request, and, upon approval, submitting the appropriations request to the Legislative Budget Board and the Texas Legislature; approving employment of all full-time university personnel; representing the university to the Legislature and governmental agencies unless this responsibility is specifically delegated by the President to others; representing the university as its official delegate to all accrediting and other organizations of higher education unless this responsibility is specifically delegated by the President to others; representing the university at all public and ceremonial occasions or delegating such representation to others; serving as an ex-officio member of all faculties and all university committees; appointing committees and councils to advise him in decision-making and policy formulations; and serving the Midwestern State University Foundation, Inc. and the MSU Charitable Trust and cooperating in every way possible as requested by these entities to enhance its holdings and advise in the disposition of available funds to the university.

Must have proven administrative abilities, to include planning and managing large budgets, preferably at a state university. Should exhibit a history of working closely with students to understand their problems and needs and a demonstrated commitment to equal rights for all people. Should display experience in strategic planning in a university setting.

An understanding of the changing nature and scope of higher education.
- Education
An earned doctorate from a regionally accredited institution.
- Additional Requirements
Requires the ability to work well with diverse populations and maintain positive working relationships with students, faculty, staff, and the community. Preference will be given to those showing evidence of successful teaching experience at the university level. Must display the ability to communicate effectively with and elicit support from the local community, alumni, and state educational and legislative agencies, and possess the highest degree of personal integrity, honesty and ethics in dealing with others, and the strength of character to stand by personal convictions and principles. *Designated as a Responsible Employee as outlined by Title IX. Serves as Campus Security Authority as outlined by the Clery Act. *This position is designated as security sensitive (high) and requires a criminal background check.
Serves as a member of the University’s Incident Command Structure during times of emergency or disaster and maintains appropriate National Incident Management System (NIMS) certifications/trainings.
