General Counsel

The General Counsel serves as the University's legal counsel providing legal advice and representation for the University. Reports to the Board of Regents and to the President of the University.


Provides legal advice on all matters related to the University. Manages all legal matters with local, state, and federal agencies and officials. Works in cooperation with the Attorney General of the State of Texas, legal counsel engaged in private practice and other legal counsel for agencies of the State of Texas concerning matters that may affect the University. Evaluates, directs, and approves actions and procedures relative to prosecution or defense of pending litigation and administrative proceedings. Monitors all lawsuits brought against or for the University and assists the Attorney General's office in the preparation, trial, and appeal of lawsuits involving the University. Consults with the President of the University and the Board of Regents regarding legal matters. Assists the President with legislative activities, including the drafting of legislation as approved by the Board of Regents, and provides legal counsel on pending legislation. Reviews and approves contractual obligations entered into by the University as required by university policy. Works in cooperation with the University's Internal Auditor to monitor and ensure compliance with applicable laws, rules, and regulations. Makes legislative interpretations and communicates regulatory requirements to areas of the University. Provides legal review and approval of the MSU Policies and Procedures Manual. Performs such other duties which are generally incumbent upon a general counsel of like boards or which shall be delegated by the Board or the President of the University.

Physical Condition

A minimum of five years experience in law practice is required, preferably in higher education.


Requires knowledge of legislative statutes which affect the University. Must have effective managerial, interpersonal, and communication skills. Must demonstrate strong, analytical, problem solving, research and writing skills.


Requires a J.D. or L.L.B. from an accredited law school and a license to practice law in the State of Texas.

Requires the ability to work well with diverse populations and maintain positive working relationships with students, faculty, staff, and the community. Must possess the ability to tactfully communicate with the Board of Regents, the administration, faculty, staff, students, the public, and government officials/representatives. *Regular reliable attendance is required.*Designated as a Responsible Employee as outlined by Title IX. *This position is designated as security sensitive (High) and requires a criminal background check.

Serves as a member of the University’s Incident Command Structure during times of emergency or disaster and maintains appropriate National Incident Management System (NIMS) certifications/trainings.
