Welcome to the Office of General Counsel (OGC) for Midwestern State University (MSU) in Wichita Falls, Texas. MSU became a component institution of the Texas Tech University (TTU) System effective September 1, 2021.

Barry L. Macha has served as General Counsel for MSU since November 1, 2010. Barry reports directly to the Vice Chancellor and General Counsel for the TTU System and is responsible for representing MSU in all legal matters and providing all legal services, and review of legal considerations of all items on the MSU President's suggested agenda for meetings of the Board of Regents before it is sent to the Chancellor.

In his role, Barry serves in the MSU President's cabinet and provides legal counsel to the administration on a wide variety of issues encompassing multiple areas of law including litigation, compliance obligations, employment matters, student issues, policy matters, real estate, and contracts.

Prior to his service at MSU, Barry was the elected district attorney in Wichita Falls/Wichita County for over 25 years, and twice (1998 and 2009) served as president of the Texas District & County Attorneys Association. He received a Juris Doctor from the University of Houston Law Center and bachelor's degree from MSU. Barry has also taught undergraduate courses in legal and ethical environment of business at MSU.

Barry and his wife, Jane, have one child, daughter Hannah ("Scout").


Courtney Snyder has served as a legal assistant with the Office of General Counsel at MSU since December 2022. Courtney assists with all legal matters as required in a diverse legal environment and provides support to the MSU General Counsel.

Courtney received a Bachelor's degree in Business Administration from Columbia Southern University and a Master's degree in Human Resources Management from Midwestern State University. Prior to joining the MSU General Counsel office, Courtney worked in the Radiologic Sciences Department and as the Assistant to the Dean in the Gunn College of Health Sciences and Human Services.
