Implementation of Campus Carry at MSU Texas

The MSU Campus Carry Task Force began work in September 2015 to develop and recommend policies to President Suzanne Shipley. The task force submitted its recommendations March 28 following months of information gathering and deliberation. Dr. Shipley communicated with the campus community April 4 regarding her response to the proposed rules and made recommendations to the MSU Board of Regents in May. The Board of Regents accepted and approved these recommendations with a slight modification in wording regarding gun storage.

Facts About Campus Carry
  1. The law does NOT allow open carry on campus.
    S.B. 11 deals only with the concealed carry of handguns by people who have a concealed carry license. It is now — and will still be — illegal to display a firearm in campus buildings as well as on campus streets, sidewalks, walkways, etc.
  2. A person must have a license to carry a concealed handgun on campus.
    S.B. 11 authorizes concealed campus carry only by "license holders," that is, people who received the state-mandated training and met the other statutory requirements for a license to carry a concealed handgun.
  3. One must be 21 to obtain a license to carry.
    The minimum age for obtaining a license to carry a concealed handgun is ordinarily 21. (Members and veterans of the military may obtain a license before the age of 21.)
  4. About 340 students ages 21 and older live in MSU residential halls.
    The University may establish rules, regulations, or other provisions concerning the storage of handguns in residential facilities that are owned or leased and operated by MSU and located on the campus.
  5. The law still makes it a crime for a license holder to carry a concealed handgun while intoxicated.
    This is a class A misdemeanor, punishable by up to one year in jail.
