Course Objectives

Course Objectives

Upon completion of this course, students will be able to:


1. Describe the major federal, state and local health care institutions that impact on health care delivery in the U.S.

2. Understand the dynamic tensions that may exist between federal, state and local health care governments.

3.  Describe the contemporary environment within which health care delivery takes place in the U.S.

4.  Identify some of the basic problems in the distribution and financing of health services in the U.S.

5.  Embark on an understanding of the role of an administrator in health care.

6.  Demonstrate competence in critical writing skills and analysis.

7. Summarize basic research methods using correct grammar and the APA format.

Course Functions

This course provides an overview of health care history, major health agencies, grammar and APA writing format by means of lecture notes, videos, discussions, and written assignments designed to help the student understand the health care system including its advantages and shortcomings. Some of the major issues facing health care institutions may be discussed in terms of their administrative, legal, and ethical implications. The course will be conducted by means of internet notes, lectures, discussions, exams, quizzes, and written assignments.

Course Expectations


Traditionally there are three levels of participation: active, moderately active and passive.   An active participant is prepared and contributes to the general learning of the class, asks pertinent questions, actively listens, asks relevant questions when confused by course content, and shares relevant insights.  I hope you all will strive to be active learners.


Student Assignments


All WAs must be in Microsoft WORD and when submitted must show as a .doc or .docx document.   The instructor is not responsible for trying to open documents which are not in this format. If the instructor can’t open the document it is the same as if you didn’t submit it.


All WAs must have student name, class, and WA number in the header of the word document.


The WAs must be written using the APA style (see the APA manual or OWL for more explanation), double-spaced, and typed in Times Roman 12 Font.  


Quotations should never be used, put them into your own words so that it’s obvious to the reader that you understood what you read.


Uncited and/or unnoted quotes are never acceptable and can result in an automatic  “F” for the assignment.


ALL assignments must be turned in on time or you will receive a grade of zero.  If you have an emergency arise, you must ask for permission to turn your work in no later than 3 days prior to the due date of the assignment.  Work doesn’t count as an emergency. So, DO NOT WAIT until the last hour to turn in your work. This is especially important if you’ve had prior difficulties uploading your documents. 


Do not email the instructor if you have a technical difficulty such as being unable to upload a document. If you have difficulty uploading a file email tech support for help immediately, they are online after normal campus work hours and can help you upload it.  If the problem is on our end and the distance education tech support can’t fix it quickly, they will let the instructor know.




  • WA :

Each module will have one WA, the goal of the WA is to focus on a particular aspect of the module.  Each WA must have a minimum of two referenced peer reviewed articles from an academic journal, this does NOT include the textbook, commercial, or government websites. The professor will review each WA, point out its strengths and offer suggestions for improvements.


Each module will contain a variety of questions that will be explored during the WA and the discussions.

By enrolling in this course, the student expressly grants MSU a "limited right" in all intellectual property created by the student for the purpose of this course.  The "limited right" shall include but shall not be limited to the right to reproduce the student's work product in order to verify originality and authenticity, and for educational purposesThe university makes Turnitin available to the professor for the purpose of verifying the originality of a student’s work.

  • Discussions

You must answer the instructor posed questions and respond to at least one of your classmate's comments.  Saying “I agree” or “That’s a great point.” doesn’t count as a response.  The response must be carefully thought out, and draw upon the readings or other appropriate outside sources. 


  • Final Exam

The final exam is cumulative, online, and will be timed.  Exams in this class must be proctored.  A proctor simply observes you while you are taking the exam. For a proctor to be considered as acceptable they must complete the form located on the homepage.  Some proctors charge for their services, if this is the case, it’s up to you and your proposed proctor to negotiate any fees they will charge you. Grading Standards



Students will be graded in several ways.  They will receive a total course grade which will appear on the student transcript.  Students will also receive a grammar, APA and mathematics grade.  These grades are for internal department when evaluating the need for any additional leveling course work use for individual students and will not be displayed on the student transcripts.

Note: You may not submit a paper for a grade in this class that already has been (or will be) submitted for a grade in another course, unless you obtain the explicit written permission of me and the other instructor involved in advance.

Late Paper Policy

Late work will only be accepted due to extreme circumstances and IF permission is asked for at least 3 days prior to the due date and given.  OTHERWISE a grade of zero is given without exception

Plagiarism Policy

Plagiarism is the use of someone else's thoughts, words, ideas, or lines of argument in your own work without appropriate documentation (a parenthetical citation at the end and a listing in "Works Cited")-whether you use that material in a quote, paraphrase, or summary. It is a theft of intellectual property and will not be tolerated, whether intentional or not.

Please sign into the class at least every other day and read whatever is posted in the discussion areas, along with anything else that is posted.

Other Policies


I assume that the written work you turn in reflects your own ideas and your own words, unless you specifically attribute them to another source. Restrict your use of quotations and paraphrasing, putting the original author’s ideas into your own words shows the reader that you understood and can apply what you learned to your situation.  However, appropriate acknowledgement of any ideas, works, writings, or opinions that you make use of in your WA must be shown through the use of citations and references.  Academic dishonesty is not acceptable and is a breach of the student code of ethics.  Dishonesty includes, but not limited to: 1) plagiarism*, 2) submitting work that was not prepared by you (fraud), and 3) helping another student with their work when such assistance is not expressly allowed (cheating).  

*Plagiarism:   Includes using direct quotes or sections of writing from other author’s (this includes follow students) without the appropriate notations and/or citations OR rewording portions of another author’s paper without appropriate citation.  All written assignments for this class will be submitted to a computer-based review to assess it for evidence of plagiarism.  Go to for more info.

Writing Proficiency Requirement

All students seeking a Bachelor's degree from Midwestern State University must satisfy a writing proficiency requirement once they've 1) passed the 6 hours of Communication Core and and 2) earned 60 hours. You may meet this requirement by passing either the Writing Proficiency Exam or English 2113. Please keep in mind that, once you've earned over 90 hours, you lose the opportunity to take the $25 exam and have no option but to enroll in the three-credit hour course. Campus Carry

Senate Bill 11 passed by the 84th Texas Legislature allows licensed handgun holders to carry concealed handguns on campus, effective August 1, 2016.
